Overview

The Enterprise-Wide Master Plan for the Department of State Hospitals (DSH) outlines a strategically phased sequence of projects to enhance patient treatment, productivity, safety, security, and sustainability. The objective of the master plan was to evaluate the current condition of buildings and infrastructure, develop reports for each hospital, and create an enterprise-wide report recommending long-term capital improvements with multiple phases over the next 50 years.

The plan balances the advantages and limitations of both renovation and new building projects, ensuring that the facilities meet current and future needs while maintaining operational efficiency and compliance with regulatory standards. The phased approach over 50 years allows for systematic improvements that support the long-term goals of the DSH.

Project Components Include

  • Facility Condition Assessments (FCAs) for each of the five DSH hospitals
  • Infrastructure Master Plan Reports
  • Enterprise-Wide Report 50-Year Plan

The prioritization of projects within the Enterprise-Wide Report was based on:

  • Data from FCAs for each hospital.
  • Evidence-Based Research with recommendations from the Clinical Operations Advisory Council (COAC) based on best practices and clinical evidence.
  • Input from DSH clinical and support staff, including Facilities Planning, Construction, and Management teams, both in Sacramento and at the hospital level.
  • Best Practices in Building Standards with adherence to Acute Psychiatric Hospital (OSHPD-5) and Skilled Nursing Facility (OSHPD-2) California Building Code standards.
  • State mandated sustainability goals incorporated to reduce environmental impact and support long-term operational efficiency.
